This should be a property of each package, showing how many times the package was reviewed in the site (through the pack.cgi). Thus package with higher popularity will be those who are reviewed many times.

The popularity counter should be protected from unsolicited increments by multiple refreshes coming from the same client.

Initially there could be only a page load counter, which will determine the popularity of each package.
